On-chain return to the official federation reserve address counting toward published PoR also qualifies, even without the words “3,500” in a tweet.

Partial return under 3,500 BTC = NO. L-BTC credits, insurance, or IOUs do not count. If no qualifying confirmation exists by expiry = NO.
